THE POSITION

The State of Connecticut ( 's Office of Policy and Management (OPM ( ) is currently seeking a qualified individual for the position of Municipal Assessment Professional ( in their Intergovernmental Policy and Planning Division's (IGPP ( ) Assessment, Data Collection and Grants Management Unit.

ABOUT US

At OPM we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor's budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

The Intergovernmental Policy and Planning Division's (IGPP) Assessment, Data Collection and Grants Management Unit develops and recommends policy to the Governor and provides guidance to municipalities in certain areas of property assessment and taxation; manages municipal statutory formula grant programs; manages property tax relief programs; and collects, analyzes and publishes municipal data including equalized net grand list, mill rates and grand levies along with revaluation date tracking, testing and certification.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management (OPM) this class is accountable for performing as a specialist in the processes related to the certification of valuation professionals and valuation/assessment practices in the State of Connecticut.

EXAMPLES OF DUTIES

  • Facilitate processes for certification and recertification of companies and employees to provide revaluation services in Connecticut;

  • Maintain and update OPM administered revaluation examinations for land/residential, commercial/industrial, personal property and supervisor professional certifications;

  • Administer distressed municipalities grant program audits;

  • Assist with grand list and property valuation data submission and analysis;

  • Verify data pertaining to assessed values used in determining grants to municipalities;

  • Respond to public inquiries regarding state law on municipal assessment, revaluation requirements, and tax collection matters;

  • Support state policy development with regard to assessment and taxation matters;

  • May serve as OPM designee on the Certified Connecticut Municipal Assessors Committee (CCMA) and Certified Connecticut Municipal Collectors Committee (CCMC); and

  • Perform related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

  • the principles and methods of assessing;

  • Connecticut statutes relating to property tax assessment and the local levy and collection of taxes;

  • Considerable

  • interpersonal skills;

  • oral and written communication skills;

  • Ability to utilize Microsoft Office programs and other computer software;

  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of technical experience in assisting in the determination of taxability and value of properties for a government jurisdiction or with a private organization engaged in large-scale real estate appraisals.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in accounting, business administration, finance, economics, real estate management, math or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years.

  • A Master's degree in accounting, business administration, finance, economics, real estate management, math or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Certification as a Certified Connecticut Municipal Assessor II (CCMA II);

  • Certification as a Certified Connecticut Municipal Collector (CCMC);

  • Experience working in municipal or state government;

  • Considerable knowledge in assessment and taxation principles;

  • Experience with revaluation principles;

  • Experience with data collection and formula preparation;

  • Experience examining and evaluating assessment, tax and operational records;

  • Experience interpreting and applying statutes, regulations, policies and procedures and verifying that interpretation and application is accurate; and

  • Experience using Microsoft Excel to create complex spreadsheets with formulas and pivot tables.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
